The new phone provider SECURUS has the ability to detect ICER (Intercommunication Events Report) incidents when multiple incarcerated individuals are communicating together on the phone system. These incidents typically occur when friends/family facilitate the 3-way phone call.
Per Administrative Regulation 850-12 Telephone Regulation for Offenders, these intercommunication incidents are not permitted. Beginning January 1st, 2024, any identified ICER incidents will result in the phone number of the individual facilitating the ICER incident being permanently blocked. There will only be a permanent block placed on that phone number, not on the specific individual who facilitated the ICER incident. Multiple incidents of an individual obtaining a new phone number to continue to facilitate ICER incidents will be reviewed on a case-by-case basis.
